The frequent changes of the Clerks in this Office having been felt as a great inconvenience in many readings, I regret that my illness has been the cause of my having so long delayed to apply to you for the formal sanction of Mr. Hyndman's appointment as Clerk in the Branch on the Salary which is attached to it, viz., £950 per annum.

No Second Clerk on £257 per annum. Mr. Hyndman has expressed to me his willingness to furnish with a Bond, as had been the practice in the case of the previous Chief Clerk's (Cashiers), with the exception of the late Mr. Selby, who was unable to furnish the normal security.
This arrangement appears to me the most suitable under the circumstances, and I recommend its adoption until a more permanent measure can be made.
